Volunteers of America Chesapeake & Carolinas (VOACC) is proud to announce the appointment of Tracey Izzard, a distinguished healthcare executive and licensed clinical counselor, to its Board of Directors. With more than 25 years of leadership experience in behavioral health, social work, and Medicaid Managed Care, Izzard brings a wealth of expertise in program development, organizational growth, and strategic healthcare innovation.
Throughout her career, Izzard has held leadership roles that span both community-based and corporate healthcare systems. She served as CEO of a Community Mental Health Agency specializing in child and adolescent behavioral health and foster care. In 2016, she transitioned into Medicaid Managed Care as Executive Director of Behavioral Health at United Healthcare/Optum, where she led the Behavioral Health Carve-in of state Medicaid services. Later, she was appointed CEO of OhioRISE with Aetna, leading the creation and statewide launch of a Medicaid program for multi-system youth. Most recently, as Vice President of Behavioral Health at Sentara Healthcare, Izzard focused on enterprise-wide behavioral health organizational development, overseeing treatment services, care coordination, finance, operations, and regulatory compliance.
Her academic credentials are equally impressive. In addition to advanced degrees in Counseling Psychology and Business, she earned Lean Six Sigma Black Belt certification from The Ohio State University’s Fisher College of Business and completed the Executive Leadership Program at Case Western Reserve University.
When asked what inspired her to join VOACC’s Board of Directors, Izzard credited both personal relationships and mission alignment:
“Honestly, it was Candace Vanderwater who inspired me to return to my roots and make a difference. She has such a positive energy and focus that I am excited to support. Additionally, the mission of the VOA is both meaningful and valuable and to be a small part of the effort aligns to my own passion to positively impact communities. By serving on the Board, I have the opportunity to contribute my experience and perspective to help guide strategy, support growth and ensure that VOA continues to amplify the voices and needs of those it serves.”
