Revitalization for Homeless Adults & America’s Veterans through Permanent Supportive Housing


Paca House was first launched in 1996 as a comprehensive response to widespread homelessness among vulnerable populations in Baltimore City and surrounding environs. Located at 116 North Paca Street, the facility and program are designed to help low-income and homeless adults, seniors, persons with disabilities and veterans make positive life changes through 92 units of permanent housing and supportive services provided by VOACC staff and partnering local agencies and organizations within the community.


Housing and services are provided to adults who meet the following criteria:

  • Earn 50% or below the area median income
  • Be on an in-house waiting list
  • Pass a credit and background check by property management
  • Complete income and tax credit certifications annually with property management
