Vice President of DC
Susan Doyle, MSW, LICSW serves as the Vice President for District of Columbia Programs at Volunteers of America Chesapeake & Carolinas. In this role, she provides strategic oversight for VOACC’s behavioral health, recovery, housing, and community-based services throughout Washington, DC, ensuring high-quality care and strong program performance across the region..
With more than 25 years of experience in social work, Susan has dedicated her career to advancing mental health, addiction recovery, and community well-being. After earning her Master of Social Welfare from the University of California, Berkeley, she returned to the Washington, DC metro area to serve in a variety of clinical and executive leadership roles.
Since 2007, Susan has led impactful programs across the region, beginning as a play therapist supporting children’s mental health in schools and foster care settings. Over time, her leadership expanded to encompass mental health, addiction treatment, case management, and community outreach programs serving individuals across all stages of life.
Most recently, Susan served as Chief Clinical Officer at a DC-based Federally Qualified Health Center (FQHC), where she oversaw all mental health and community resource programming. In this role, she implemented and sustained Evidence-Based Practices, including Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) and Trauma Systems Therapy (TST), ensuring high-quality, trauma-informed care for diverse populations.
Previously, as Chief Program Officer, Susan led the development and execution of client-centered programming, managed multiple government grants, and enhanced organizational performance through data-driven decision-making. She reorganized the Quality Assurance Department to align with Continuous Quality Improvement (CQI) standards, improving data collection, analysis, and client feedback through customer satisfaction surveys.
Susan has also directed adult ambulatory addiction treatment within local health systems, managing Partial Hospitalization, Intensive Outpatient, and Outpatient services.
Her career reflects an unwavering commitment to helping individuals and communities achieve health, stability, and self-sufficiency. With her depth of clinical expertise and strategic leadership, Susan continues to be a driving force for compassionate, evidence-based care and organizational excellence.
