Volunteers of America Chesapeake & Carolinas (VOACC) is proud to announce the appointment of Cyndi Thompson, M.Ed., CADC as Vice President of Organizational Excellence, effective December 1, 2025. This transition strengthens the organization’s commitment to high quality care, evidence-based service delivery and its mission to inspire self-reliance, dignity and hope for individuals and families across the region.
Cyndi brings more than 25 years of experience in behavioral health, recovery support, and organizational leadership. Her career has remained focused on ensuring that communities receive high quality services that promote stability and long-term well-being. She earned her Master’s degree in Educational Psychology and her Bachelor’s degree in Sociology with a minor in Criminal Justice from Edinboro University before beginning a career rooted in strengthening programs and people.
Over the years, Cyndi held major leadership roles across Pennsylvania and North Carolina. She began as Program Director for Gaudenzia Erie, where she managed inpatient and outpatient substance use disorder programs while leading CARF and Joint Commission accreditation efforts. Her leadership expanded as she became CEO of Turning Point Treatment Center, overseeing 128 inpatient beds and 240 outpatient treatment slots. She later served as Regional Director for Acadia Healthcare, managing six outpatient clinics across North Carolina and guiding quality and operational performance systemwide.
Cyndi joined VOACC in December 2020 as Director of Operations. She led all programs in North Carolina, served as Compliance Officer for the Healthy Opportunities Pilot program, and helped ensure successful CARF accreditation readiness. She strengthened onboarding processes for new programs, aligned service delivery with funder requirements, and championed continuous quality improvement across the region. Cyndi also played a significant role in Dynamic Strategies efforts, completed both the affiliate Volunteers of America KeyMakers and Mid-Level KeyMakers programs, and continues her service as a commissioned VOA Minister as she pursues ordination.
In her new role, Cyndi will guide the Organizational Excellence team while advancing innovation, quality assurance, and capacity-building initiatives. She will oversee organizational development, data and analytics and systemwide performance improvement. Her priorities include leading The VOA Way, re-launching Dynamic Strategies and Mission Team, and supporting staff development that strengthens VOACC’s culture of excellence. She will continue advancing VOACC’s Model of Care to ensure it is embedded throughout the organization and that Evidence-Based Practices are used with fidelity in every program.
Cyndi shared her excitement about stepping into this role.
“ I am excited to have the opportunity to lead VOACC to organizational excellence. This is an amazing place to work being a ‘church without walls’ and I fully support our mission and vision statements. The programs and people truly make a difference.”

About Volunteers of America Chesapeake & Carolinas
Volunteers of America Chesapeake & Carolinas (“VOACC”) is a faith-based, nonprofit organization whose mission is to inspire self-reliance, dignity, and hope through housing, health and human services.
At VOACC, we have been helping to create Healthy Communities for All for over 129 years by aligning housing, health and human services. We actively pursue health equity by filling the gap in housing and care for underserved populations, including those who are experiencing homelessness, low-income, underinsured or uninsured, justice-involved and veterans. By offering integrated housing and care, we address the social determinants that impact the long-term stability for those in need.
Through a dedicated team of management, staff and volunteers who are guided by our Core Values – Visionary, One Body, Integrity, Compassion, Excellence, and Faith – we are the safety net for thousands of men, women and children each year across Maryland, the District of Columbia, Virginia and the Carolinas. We operate over 49 programs focused on 8 areas of service: homeless services, affordable housing, mental health, substance use recovery, intellectual/developmental disabilities services, community re-entry, veteran services and workforce development.
VOACC has over 500 staff members and more than 2,000 volunteers. The organization helps over 9,675 individuals and families every year from Maryland, Virginia, the District of Columbia, and the Carolinas. For more information on VOACC, please visit www.voachesapeake.org.
