Nicholette Smith-Bligen
Director of Operations for Virginia Services

Nicholette Smith-Bligen is an advocate and leader with 25 years of experience in human services. She has focused her career on the health, wellbeing and educational advancement of children, youth and families living in underserved communities. Currently, she holds the position of Director of Operations for Virginia Services with Volunteers of America Chesapeake & Carolinas. Previously, Nicholette held the position of Executive Director of the Family Investment Administration, Maryland’s state wide income assistance program with the Maryland Department of Human Services. Prior to that position, she was at the helm of the Dorchester County Department of Social Services. With executive leadership positions in both non-profit and government sectors, Nicholette has worked diligently to make an impact on the lives of the most vulnerable communities.
Nicholette holds a dual bachelor’s degree in Sociology and Administration of Justice from Virginia State University and a Master’s degree in Social Work from Yeshiva University, Wurzweiler School of Social Work. Additionally, she holds an Executive Certification in Municipal Management from George Washington University’s Center for Excellence in Public Leadership. As a current member of the Montgomery County Collaboration Council for Children, Youth and Families, a former member of Maryland’s Board of Social Work Examiners, a former Vice Chair of the Board of Directors of Martha’s Table, Inc., the former Chair of the Potomac Preparatory Public Charter School Board of Trustees; and a former member of the board of Dorchester County Family YMCA, her positions on various service committees and taskforces demonstrates her lifelong dedication to children, youth and families.
In her most important role as wife and mother, she and her husband, Sam have the wonderful task of raising their four children.
