Howard County Housing Stabilization Program

Located in Columbia, Maryland, our Howard County Housing Stabilization Program is a Community Case Management Program providing supportive services to more than 30 households in Howard County including Savage, Jessup, Elkridge, Ellicott City and Columbia, MD. 

This unique program currently provides case management services to individuals and families who were at one time considered chronically homeless through the Housing Opportunities Commission in conjunction with the McKinney-Vento grant provided by the US Department of Housing and Urban Development (HUD)

Individuals considered chronically homeless under the HUD definition are those who have a disabling condition (mental or physical), who have been continuously homeless for a year or an individual/family with a disabling condition that has experienced at least 4 episodes of homelessness in the past 3 years. 

The Program’s main objective is to help these individuals and families  maintain stable housing and self-sufficiency thus preventing additional instances of homelessness for our most vulnerable neighbors.

One of our newest Homeless Services Programs, The Howard County Housing Stabilization Program seeks to provide quality case management and support designed to prevent homelessness.

The Program’s Case Management Objectives Include:

  • Supporting residents in maintaining permanent housing
  • Assisting residents in increasing their overall household income
  • Assisting residents in life skill development
  • Assisting residents in regaining self-sufficiency and self-determination
