VOAC began operating this program in July 2000 upon request from the Prince George's County Department of Family Services. At that time it was called the Shelter Plus Care program, then changed to the Opportunities for Growth housing program, and now is the CoC Housing Program. The original program expanded to include 2 separate grants and added 10 units in 2002, but has remained essentially the same since.
